How to finance a war: War Bonds

Why don’t we have the Federal government offering War Bonds to raise funds to fight a war? If these bonds were publicly available to anyone in the world, then U.S. citizens, aliens, and foreigners would be able to fund a war with their own funds, rather than through taxing the public today through central bank instigated inflation of the currency supply.
Surely war bonds would STILL cost the public massive funds because they’d have to be PAID BACK with interest through taxes, but if the Federal government can’t raise enough in war bonds, it must mean that the average joe investor doesn’t want the war to happen, right?
